The Water Quality Certification materials and related drainage plans appear to rely on assumptions about water movement from Lot 2 toward a BVW tributary to Cooley Brook. Those assumptions should be reviewed against actual site elevations, field photographs, site history, recorded wetland documents, and Levesque Associates’ proposed pipe and driveway drainage features, which appear on the plans but were not constructed and should be compared with prior wetland records and earlier site conditions.
Based on observed site grades and field conditions, the water in this area appears to drain downslope over the mountain rather than uphill toward the proposed Cooley Brook drainage path. This raises a concern that the plans may not accurately reflect the actual direction of water movement on the site.
Based on field observations, the questioned water source appears to originate from adjacent Lot 3 through aquifer-fed flow and altered drainage conditions. The available evidence suggests that water in this area does not naturally move from the proposed home-site area toward Cooley Brook. Instead, drainage appears to follow lower areas associated with Lot 3 and downslope terrain, while a separate lower drainage area near Lot 1 / Lot 2 may relate to the Cooley Brook system.
